The geni-manage-maintenance script in GENI-NSF/geni-portal is not available on a clearinghouse-only host. Provide a new script for clearinghouse-only installs. Make sure the name is different so the two do not conflict.
Another option is to create a single geni-utilities repo/RPM that contains this script and other shared executables. The geni-portal and geni-ch RPMs could then depend on that new RPM.
