Allow users to manage list of aggregates #339

Allow the user to manage a list of "their favorite aggregates" (in general or per slice or project) so that we don't have to query all AMs in existence.

This has become more important as we've gotten more aggregates.

custom lists of AMs will be a later enhancement. Canned lists we'll do now. And see #762 for specifying 'where I have resources'
