The ReferenceAggregateManager was presenting an illegal URN: "urn:publicid:geni:gpo:gcf+authority+am" instead of "urn:publicid:IDN+geni:gpo:gcf+authority+am" This was due to the lack of the "IDN" parameter on the publicid_to_urn method call.
