solve 'from_chars is not in std' #232

solve 'from_chars is not in std' during build on Ubuntu 18.

@GeoDTN I guess that update of CANdb is a mistake? I cannot see any commit with SHA (4c489a)?

Hi, Can you see the link https://github.com/GENIVI/CANdevStudio/pull/232/commits/c52fcae1bc16242c09a403ed567cfe58b65f7397 ? There you can see the change in CMake file, which is supposed to fix the 'error' "from_chars is not in std" while compiling. Kind regards,
