Shared functions for reading inputs/outputs in Julia #120

Re #119 . For now I've put the julia io file in a directory at the top level called io, because I'm not sure if it makes sense to put these files in the scripts directory.

at some point it will sadly start to make sense to cleanup and merge some of the scripts, to avoid duplicating functionalities.
