Update hypre to 2.29.0 #229

Needed for CUDA 12 builds

This now also includes an update of PETSc to latest release (3.19.4), as out current version (3.13.0) does not build with python 3.10. PTScotch is updated as a bonus and to reduce the number of times TPLs have to be rebuilt on LC.
