This PR reverts Baselibs back to ye olde HDF5 1.10. The issue is that once we moved to use HDF5, we started seeing random nf90_create failures on various compilers. Intel ifort with some flags, NAG Fortran with every flag. It's just everywhere.
This is causing issues with MAPL development, so for now, we will revert to HDF5 1.10 until we can further diagnose.
