There is a need from our UFS collaborators for a MAPL 2.45 release which will require ESMF 8.6.1 (see https://github.com/GEOS-ESM/MAPL/pull/2682).
If ESMF 8.6.1 stable comes out before I can get to this next week, use that, otherwise use b04
