Update to ESMF 8.6.1 #195

Baselibs currently has ESMF 8.6.1b04 as we needed something while 8.6.1 final was being prepared. But now that 8.6.1 is out, we should move to that.

This isn't urgent as 8.6.1 and 8.6.1b04 are essentially identical:
