Enable GFE Namespace #184

This PR enables GFE namespace.

Using this as a first test to make sure CI, etc. is okay and annoying/asking @tclune if an issue pops up. If not, a release here and in ESMA_env is needed first along with updates all the way through GEOS. Whee!

Well, the CI build got through CMake. I suppose that's step one!
