Closes #236

This PR moves the call for FindBaselibs.cmake up in the order of calls. This sets CMAKE_PREFIX_PATH earlier.

Blocking until I can do more tests to make sure.

@tclune What are your thoughts on version for this? I have it as a hotfix, so should this be v3.7.1 or v3.8.0?

I think this is a bugfix and as such should be 3.7.1.
