Updated Intel Fortran flags

Closes #278

This PR brings in new Intel Fortran flags per @wmputman

Testing so far:

• Non-zero-diff to old flags (of course)
• Passes arch consistency test (e.g., Haswell = Cascade Lake)
• Seems slightly slower
