Fixes for fv3 standalone #195

Proposed changes to let the FV3 Standalone work again. The issue seems to be the standalone cannot call some replay timers that only exist in the full GCM.

Well nuts. R4 works but not R8. I'll try and figure it out tomorrow...

Okay. R4 and R8 standalone now run. I'm doing a regular GEOSgcm build now to make sure it is zero-diff.
