Fix stability issue, add logging to fv3 standalone, add (untested) Azure support #227

This PR adds a fix to fv3.j to allow runs of C48 to not fail stability (see https://github.com/GEOS-ESM/GEOSfvdycore/issues/79)

Also add pFlogger capabilities to the standalone as well as some clean up to fv3_setup to add Azure support and better desktop support.
