Fixes for FV3 Standalone: Remove MONOTONIC #233

This PR in concert with https://github.com/GEOS-ESM/GFDL_atmos_cubed_sphere/pull/71 → fvdycore geos/v2.4.1. When that PR is taken (which fixes FV3 Standalone) the use of FV3_CONFIG: MONOTONIC is no longer needed.
