Use CMake to determine MPI Stack #270

Updates fv3_setup to get the MPI stack from CMake rather than using BASEDIR. Requires ESMA_cmake v3.41.0 (see https://github.com/GEOS-ESM/GEOSfvdycore/pull/110)
