Fix read_prepbufr.f90 to match GEOSadas-5_27_1 #15

In talking with @gmao-msienkie it was found that the read_prepbufr.f90 in v1.1.0 was the wrong code. It was missing fixes for drifting buoys. There was an "extra" read_prepbufr.f90 in the main directory that was the new code.
