Remove redundant 'gps' entries for kx=3,4 at top of file. #150

It is confusing to turn off kx=3 MetOp-B and later in the file turn it on. Better to avoid confusion and take the redundant entries out. I was looking at the table and until I saw the second entry I was confused because the MetOp-B GPS data were being assimilated in my run.

It looks like the entries at the top of the active.tbl were from a test version and the other entries in the file were added later. I didn't move the other GPS entries at the top of the file down into the main GPS group though that is an option.

@gmao-msienkie This is going to the mksi repo - we are no longer using the mksi directory ...I think we should simply drop this PR ... you call Meta.
