Patch FP: Changes to observing system from Rob/Mark.

These have been provided to me by the OPS guys to be part of a update/patch to FP (5.29.5-p4):

2) SNPP safe mode. We bungled the shutting off of this data. Please use the special files I have provided for you above. https://progress.nccs.nasa.gov/trac/esma/ticket/2347

a) ATMS we want to shut off as the stats did not look good for the first few hours of data after the safe mode. (or maybe that will always happen when the data first returns?)

b) In hindsight, Kris thinks we need to take no action for OMPS, so no change to gmao_ozinfo_db for this.

3) NOAA-15 transition of ground services (turn off AMSU-A). Updated satinfodb files.

We turned these off in FP on 10/20, but probably would have been better to do so earlier. In your file, I chose 10/17 00z.

We were late turning this off in FP. I have adjusted the start date to be 6 hours before safe mode.

We turned it off before the switch to Side 2. I am turning it off in your files just prior to the Side 1 failure.
