Patch FP: add NOAA-21 capability - off by default #162

Adding NOAA-21 capability to the GEOSadas-5.29 system - update to FP - the data is being left out commented in gsi.rc.tmpl and gsi_sens.rc.tmpl - intentionally. We want FP ready, but not triggering this at this point. A decision on this should come later.
