Revise source of OMPS-LP #184

This brings in a revised version of the OMPS-LP handling, particularly fixing a bug that prevented there being more than one source of OMPS-LP in the namelist. This is a non-zero diff when two sources of OMPS-LP are provide; otherwise this is zero-diff.

This also brings in a fix to the handling of the CRTM-sfc fields (fixed fields) - this has no effect in the normal way of exercising GSI - only when nvege != 13 this takes effect.
