This adds variables to nc4 diag files in support of JEDI UFO - unfortunately, there is no knowing of which version of UFO/IODA these changes relate to and I know there will be further changes made to these by the Joint Center and NCEP soon ... so heaven knows how to do version control on cross rep/cross agency changes!
