This PR adds two new files to the GEOSana_GridComp repo. Essentially, there have been talks with NASA lawyers in the background about how to handle contributions from external (non-GMAO) developers to GEOS code (@tclune can explain better than I). As such, we are adding in a CONTRIBUTING.md file explaining the process.
I've also added in a CODE_OF_CONDUCT that @tclune and I have put in a few of the other GEOS-ESM repos and I'm using this opportunity to do so for the rest.
