The code for Jing's software was committed in a prior tag but the addition to the analyzer to allow it to work was not. The pcscaling.nml has been updated to include Mohar's dates to rescale/inflate the satbias_pc values for the transition of AMSU-A data, and some dates from the geos5.org radiance monitoring wiki where satellite instrument recalibrations were performed.

the changes will be zero-diff unless assimilation runs during one of the dates in the pcscaling namelist.
