Adds ability for GSI to read its Berror information from a NetCDF file (zero-diff)

This branch also has what is being used in x0046:

Removal of Spire and GeoOptics Minor bug fix for super-refractivity from Lidia in setupbend.f90

These two changes are NOT zero diff, but part of intended changed.
