I was creating a "master" radiance bias coefficient restart file and noticed that the 'tlapmean' values in the table differed from those that we were using in the x-experiment runs and in FPP. I had previously added mean lapse rate values that I had fitted for MetOp-C IASI but the experiments used a the lapse rate mean values copied from the original MetOp-A values. (Those were also used for MetOp-B IASI.) These values are a little off from the ones I fitted but that was mostly in the mid-wave channels that we are not assimilating.
We should have consistent values in the gmao_global_tlapmean.txt file and in the bias correction files in the assimilation experiments we run, otherwise it leads to confusion. So we should change to the values used in the x-experiments. If it appears that there is any problem with the values, they can be adjusted later.

Labeled as 'zero-diff' since we are changing the table to match the values used in the assimilation tests - the current table values have not been used in any runs.
Modify tlapmean values for IASI MetOp-C to match those being used in the x-experiments and in FPP. Previously had fitted tlapmean values but the experiments were using tlapmean values copied from those used for MetOp-A and MetOp-B.
