Add icld configuration mechanism to GSI_GridComp/mksi/ #82

In the generation of satinfo.txt table, one more entry, icld, often needs to be assigned through the make_satinfo.x process. This change adds a secondary lookup table of icld values.

Implementation of this mechanism was done over original GEOS CVS repository. So in this issue, objectives are

  1. migrate the feature here on a 5_27 baseline.
  2. merge or rebase the change to develop HEAD (~5_29).
  3. verify the change and make necessary fixes or enhancements.
