Knobs for handle Spire RO observations #89

This adds minimal adjustments to properly handle Spire data - will need change in fvsetup set nsig_ext from 15 to 18. The changes here do not trigger SPIRE automatically - convinfo not changed. The changes are zero diff to 5.29.4.
