This allows for GEOSIT and R21C to use Spire - the actual control of this is in the obscall. Also set top of RO analysis as in FP - GMAO is the only center using RO observations above 55 km; all experts agree that above 55 km RO has issues not properly handled in operators.
This is not a zero-diff change. It's a correction to how we handle RO.
