This is sort of a "meta-issue" but now that MAPL 2 is officially released, there should be a MAPL 2 release of GEOSctm as well.

We should also add a components.yaml for mepo at the same time as well.

I will set up a MAPL2 version of CTM, and contact you for the mepo stuff.
