Sync with GCM 10.19.3 #34

These updates are to bring the CTM inline with GEOSgcm v10.19.3.

This is possibly non-zero-diff. One of the updates in this version is MAPL 2.8.0 which had a bugfix that caused non-zero-diff in running Ops GOCART. It's possible this could manifest in the CTM as well. I'll label as both 0-diff and non-zero-diff and maybe @mmanyin or @JulesKouatchou can let us know which label is correct.

ETA: Updated to MAPL 2.8.4 as MAPL 2.8.0 had a couple bugs that @bena-nasa fixed for us!
