Update LICENSE to Apache, other license changes

GEOS was recently moved to use the Apache 2.0 license. This update:

• Changes the main LICENSE file in the repo to be the Apache 2.0 license
• Adds a COPYRIGHT file
• Moves the old NOSA license to a LICENSE-NOSA file
• Adds text to the README.md about the new and old licenses
