Update to ESMA_env v4.20.3 #681

This updates ESMA_env to v4.20.3 which has fixes for using parallel_build.csh with the Milans at NCCS. Namely, if you build on Milan, by default you will get build-SLES15 and install-SLES15 directories now, and -SLES12 appended on everything else.

Note: I built with ./parallel_build.csh -mil without ./parallel_build.csh first.

huh. I mean the code I added is boring.

Let me do some more tests and I'll convert this to draft. Grah.

I've updated to ESMA_env v4.20.3 and this should work now. I hope.
