This PR moves GEOSgcm to use ESMA_env v4.22.0 aka Baselibs 7.15.1.
~It also moves GEOS to use Open MPI 5.0.0 on SLES15 at NCCS.~ Due to https://github.com/open-mpi/ompi/issues/12113, we revert back to Open MPI 4.1.5 which is in v4.22.0
All my tests show this to be zero-diff, but @sdrabenh will check as well.
