This PR updates GEOSgcm to use ESMA_cmake 3.40. This adds support for an ESMF::ESMF target alias in CMake using Baselibs builds. This is needed due to an issue encountered by our UFS colleagues (see https://github.com/GEOS-ESM/MAPL/issues/2569).
Once this PR is in, a change will be made in MAPL proper and released as MAPL 2.44 which will require this version. But we get it in now so that the MAPL CI will work.
Built and tested on Discover and zero-diff. As expected as the only effect of this is: build or not build.
