Budget fixes and W in PBL #603

Reduced bit-shaving (10 to 14) in the int_inst collections, and (10 to 12) in the int_tavg collections, to reduce budget residuals. Also replaced OMEGA with diagnostic vertical velocity W_DIAG in the PBL inst collection.
