Add git tags to regrid scripts #229

regrid.pl (and Python successor) should not just rely on the CVS tag names for BCs selection. For example, we know that 10.19 of GEOSgcm was the transition to Icarus-NLv3. We should allow users to use the Git tag as well for the bcs step.
