merge AeroApps GMAO_pyobs #2

I am transitioning AeroApps to python3. This repository will replace the GMAO_pyobs within AeroApps. First, the pyobs scripts need to be updated to what is in AeroApps.

I looked at all the scripts and found only one update from the AeroApps develop branch. It was updates to aeronet.py to read AERONET Level3 files, and to calculate AOD at 660 nm to enable comparison to MODIS AOD660 retrievals
