Update components to match GEOSgcm v11.6.0 #270

This is a follow-on from #243 where the "in-repo" components are now up to date with GEOSgcm v11.6.0 (or rather main as of 2024-Jul-15). This is mainly used for build testing of GOCART without the full model.
