Update ESMF CMake target to ESMF::ESMF #286

This PR updates the ESMF CMake target to ESMF::ESMF which is the correct canonical target name for ESMF. NOTE: This requires ESMF 8.6.1 or later.

This reflects the target name requested by our Spack-using colleagues and is the "right" thing to do CMake-wise. This should pass all CMake tests...
