QFED-v2.5.r1 #3

Add the QFED-2.5.r1 code base for continuity.

Plume rise is not included. Plume rise code will be added when ownership and license issues are sorted out.

41a0ee9c has identical FRP and emissions data to qfed-2_5_r1-sles12, the last CVS tag that I delivered to OPS. Coordinates of the 0.1x0.1 grid are numerically not identical. My working hypothesis is that this is caused by the replacement of GFIO with netCDF4. Coordinates of 'c' grid (1-degree lat/lon) are identical.
