[GEOS] Update GEOS-Dycore

We need to keep the @FVDycoreGridComponent and @fvdycore up-to-date with GEOS mainline.

For each new commit we need:

• Merge in dsl/develop
• Create tasks associated with any code changes
• Create a new dataset for translate test if necessary
