These changes revert back to the approach used by the actually-published 3.5.0 podspec which is currently used by GEOSwift. This approach is known to work, whereas the approach used in 3.5.1 (and in the 3.5.0 tag in this repo) has not worked correctly (and is not configured correctly to work on non-iOS Apple platforms).
macOS deployment target is now 10.7 (was 10.6) and the project will build with the default C++ std lib (fixes issues with libstdc++ deprecation in Xcode 10)
All warnings are inhibited when building geos
GEOS_USE_ONLY_R_API is defined when building the user target to ensure that only the threadsafe C API is used.
