It seems that launchpads built far away from Kerbin (i have this issue on Dres, but not the mun or Minmus) get offset (usually floating in the air, sometimes inside the ground, usually after switching scenes (i.e, going back to VAB to build something, then launching it)
it also seems to only work on launchpads (the decoration fuel and water tanks didn't seem to move)

also, the pads from the discoverable launch sites (Cove, crater, mahi mahi, glacier lake) don't seem to work as launchpads

maybe it's a floating-point issue?
