Time shifted data (SlimTableMem, transmitted) assigns incorrect date

The simplest way to reproduce this bug is to run only EGP 2019 transmitted

Note the 3rd row from the bottom:

• The hour appears correct. It is 23, between 22 and 0
• The date appears incorrect. It is 2019-07-30 when it should probably have been shifted back to 2019-07-29 when (presumably) the hour was shifted.
