TAS_U wspd zeroed in 2008-2011 #117

Should have been removed from thredds, needs to be updated on dataverse.

On May 6 2009 TAS_U was found on its side, so the zeroed wind speed was indicative of more sensors not working properly:

For the 2010-2011 failure, it really looks like more sensors weren't working, but the station was found upright in august 2011. I am removing wspd_u wdir_u dsr usr dlr ulr t_u rh_u z_boom_u t_i rh_i wspd_i wdir_i for the whole period. I am not removing p_u until there are further checks.
