Basin level TMB #22

Provide a basin-level TMB product.

Steps:

[X] Write out daily SMB CSVs
[X] Write out daily BMB CSVs
[ ] Edit SMB2bsv.nc.py to generate basin-level SMB/BMB NetCDF

Other issues to consider:

Some discharge gates may span multiple basins. How to partition discharge?
Could stop generating Mouginot regions and sectors if providing that information for each basin

Note that this can already be done for Sermeq Kujalleq (Jakobshavn Isbræ) as per initial request by @nbkglaciology because SK is assigned (roughly) its own sector in the Zwally ROI of this product.
