[x] HIRHAM SMB download each day
[x] MAR SMB download each day
[x] Run code to partition new SMB by ROI
[x] Velocity (D input) update every 12 days
[x] Run code to estimate D when velocity updates
[x] Combine D and SMB to estimate NRT each day
[x] Push daily update to Dataverse
