Setting instantenous_hourly to False at t_rad and t_string #156

t_rad and t_string were set to instant obs in the metadata, and were not timeshifted an hour back in pypromice. But they are an hourly average and are now set to False in the instantenous_hourly column in the variables.csv file, so now they are timeshifted.
