Our thinking with this currently is that @ladsmund and I will split the processing script into 1) the recent L3tx data processing from WMO; and 2) the L3raw and L3tx data processing for our users.

Then we will decrease the latency for (1), which is essential for the BUFR uploading. And the rest of the processing (i.e. 2) does not have to adhere to the latency of (1)
